"Soft-delete" function

I wanted to delete a thread I made (it didn't have any replies). It asked me if I want to "soft-delete" it, I didn't have any other option that I noticed. So now the thread appears in a pinkish-hue and I'm pretty sure only mods and I can see it. But when does it get permanently deleted? Can I do that or is it something a mod has to do?

A mod will have to do it. This function was added to prevent accidental deletion, by either regular users or mods.
In the future, there will be a global network of billions of adding machines.... One of the primary uses of this network will be to transport moving pictures of lesbian sex by pretending they are made out of numbers.

Can a soft-deleted thread/post be reported with the report function? And should it?

They can be reported, but I don't know why they'd need to be.
