Current divider

Pls help. Am new to electronics

My Extension socket has values AC127/230-240v, 50/60Hz, 10amax.250

Universal desktop charger has values (input) AC 180-240 50Hz, (output) DC 28-8.7v 250mAH (suitable capacity)200-3000mAH

In the charger's PCB electronic circuit R1,R2,C1, and 1 pin (leg) of its transformer are connected in parallel to the AC v+ (supply).

R1=8.2ohms, R2=3.3kohms, C1=2.2uf (50v), the transformer is a steo down. It has 4 pins in primary coil and 2 pins in the secondary coil ( pls i dont knw its value. u can ignore it)

So how ll electricity b divided among these components in parellel connection to the AC socket supply?

corrections pls: univ. charger (output ) DC 2.8 - 8.7v,,,,then tranformer is step down.
