Yeah, 13 is the most tightly controlled FF - at least until you get to chapter 11 - you've got no freedom to roam, you've got a fairly tight level cap at any given moment, your party is dictated to you most of the time, there's one route through any given area, with a few, short, side-paths to explore, and there's not even any scope for backtracking.
On the other hand, the visuals are very pretty, the combat system's pretty good, and the fights are all level-appropriate (at least until you get to chapter 11) - effectively it's a 20 hour tutorial, followed by a rather shorter endgame, and then the post-game, which, arguably, is the real game (but with no story to go with it).

Yeah,it's not my favourite either. I'd probably go with 9, 10-2, 12, 13-2, 8, 7, 10, 13-3, 13, 6 for the ones I've played through to the end/near the end - though that's subject to change.
Of course, at the time, 7, 8 and 10 each blew people away with their graphics/cutscenes (13, I don't remember as much of a reaction to, but I was a bit more isolated at that point).
