Most of the bad acting that came from the kid in Star Wars was when presenting dialogue too. There was significantly less of that here in Logan so presumably they could ensure when she did speak she got it right. Having her glare and look angry probably is far less difficult.

Does that quoted rule only apply to Federal government employees? One would imagine the rules governing classified information would be federal laws and thus apply to everyone.

Overturning SCOTUS rulings usually takes a LONG time between the ruling and the overturning of it. Even the most conservative justices aren't going to want their decisions second guessed so quickly, even on a cause they can get behind. I'd be more worried about Roe v. Wade.
