Most of those seem to be primarily be about blocking assets to foreign nationals. I'm not sure specifically why that requires emergency action, but apparently it's a thing. I feel like the smart move on the Republican's side at this point would be to withdraw Kavanaugh's nomination and try to get Amy Coney Barrett confirmed as quickly as possible. Of course, that would require Trump's ego being able to deal with a strategic "loss".
