Shorter answer: people who have power don't like to relinquish it. It's solvable, but you need government and economic structures that are resistant to individuals gaining wealth, power and influence (the three are very strongly linked).

On another note, looking at why it costs so much, the reason is that they have to completely swap out all of the avionics for military grade stuff. Since this is a new model entirely, they can't just rip it out and put existing military stuff in, it needs to go through all sorts of rounds of testing...

Restrained != absolutely no violence. Back in the old days, police would open fire on union protestors, but the public stopped accepting it for the most part, and these days they stick with less lethal weapons (not perfect, but not nearly as bad as it has been in the past or is elsewhere).

Police are restrained by the public, which there is a limit to what the public will accept. If protestors are armed, it is a lot easier to justify lethal force. If they are unarmed, then it requires a lot more propaganda.

Non-violent resistance is more about gaining public support than defending against police. You can put people with guns out there, but eventually it will turn really bad, and police tactics will just get more brutal in response.

Reading what Trump said about tariffs, I think he only intends to tax things American companies make overseas. So as long as the products are made by Chinese, and not American, companies there should be no issue. I don't think this will be much of a problem for China.
