There have been suggestions to avoid the most egregious problems of gerrymandering (creating districts more compact would help), but politicians don't want this, of course.

Now this is a game with a new premise: The setting is a hyperbolic plain, which means that the geometry is... acting weird. Most noticeable: An area can be quite huge and still have a small radius. Ask a mathematician specialized in geometry, if necessary.

This is really ambitious, maybe too much... even with a restriction that you are not allowed to use packages and such. Some languages have thousands of packages after all, and they're definitely not organized in the same way.
